China proposes path to peace, calls for Russia-Ukraine ceasefire.

China has released a 12-point proposal to end the conflict in Ukraine, coinciding with the one-year anniversary of Russia's invasion of the country. The plan calls for an end to Western sanctions against Russia, the establishment of humanitarian corridors for civilian evacuation, and steps to ensure the export of grain after global food prices were disrupted last year. The proposal emphasises long-held Chinese positions, including guaranteeing the sovereignty, independence, and territorial integrity of all countries. The plan also called for an end to the "Cold War mentality" and for all parties to support Russia and Ukraine in resuming direct dialogue. Chinese top diplomat Wang Yi visited Moscow recently, and Chinese President Xi Jinping is expected to deliver a "peace speech" on Friday. Ukrainian President Volodymyr Zelenskyy has called the Chinese peace proposal an important first step, and the UN General Assembly has approved a nonbinding resolution that demands Moscow withdraw from Ukraine and stop fighting.

The UN General Assembly approved the resolution with 141 votes in favour and 32 abstentions. Six countries, including Russia, voted against the resolution. Russia's Deputy UN Ambassador Dmitry Polyanskiy dismissed the UN resolution as "useless". Before the Chinese peace proposal was released, President Zelenskyy said it was an important first step and welcomed all states on the side of justice. However, some analysts have cast doubt on whether China's efforts to act as a peacemaker will go beyond rhetoric. Beijing claims to be neutral in the conflict and has refused to criticise Russia's invasion of Ukraine or even refer to it as such. China has a "no limits" relationship with Russia and has accused the West of provoking the conflict by providing Ukraine with arms. The Chinese peace proposal mainly elaborates on China's existing positions and urges all parties to stay rational, exercise restraint, and prevent the crisis from deteriorating further. The plan also highlights the need for cooperation and direct dialogue between Russia and Ukraine to de-escalate the situation and reach a comprehensive ceasefire. The proposal comes amid rising tensions between Russia and the West, with concerns of a potential military escalation in Ukraine.
